1. OBJECT

INTERIM JOINT COUNCIL

The object of the Interim Joint Council is to provide a recognised means of consultation between the Government and its employees pending the development of more permanent machinery, and

2.

(1) to enable any difficulties which arise to be

investigated properly and in an orderly manner.

(2) to ensure joint consultations on all questions

relating to conditions of service,

(3) to prevent friction and misunderstanding.

FUNCTIONS To endeavour to settle by mutual agreement any matter which it may be agreed to refer to the Council.

4. CONSTITUTION

The Council shall be composed of:-

The Official side comprising:-

The Chairman, not more than two senior Civil Servants, not more than two heads of departments directly concerned in the matter under sonsideration, and an official joint secretary.

All the above to be appointed by the Colonial Secretary.

The Staff Side Comprising:-

An equal number of employees of Government selected as their representatives by the employees concerned in the matter under discussion. The employees representatives shall nominate their own Vice Chairman and Joint Secretary.

The employees may, if they wish, select as adviser or representative an officer of their department who is not a member of the Official Side.

5. POWERS.

(i) The Council shall have power to make recommendations

or reports.

(ii) Recommendations. When both sides of the Council

agree on a settlement they shall present their conclusions in the form of a recommendation to Government. The recommendation shall state details of the matter under consideration, the action recommended, and anything the Council may wish to record in connection with its recommendation.

(iii) Reports. When both sides of the Council cannot

agree on a settlement they shall make a report to the Governor. Such reports shall state in detail the matters on which the Council has agreed as well as the points on which there is disagreement.
